In order for the VSO agent to be able to communicate with the VSO account, you will need to open following ALCs
<your vso account>.visualstudio.com
app.vssps.visualstudio.com
login.microsoftonline.com
management.core.windows.net
secure.aadcdn.microsoftonline-p.com
<your vso account>.vsrm.visualstudio.com
tfsprodscussu5.cloudapp.net
I believe the last URL "tfsprodscussu5.cloudapp.net" could be different depending on your region. You can run netmon (during Agent registration) to identify if you need a different URL.
Port is 443 for all these URLs
Once these ACLs are in place, you can download VSO Agent and you should be able to register the machine as an agent
